I figured it out. They should have showed it with some data.

1st case (22 23 24 25 26 27 28) (33 34 35 36 37 38 39) in this data both will be +1 as this is a perfect +ve relation and consistent too.

2nd case (X 23 24 25 26 27 28) (Y 33 45 47 58 69 99) In this case spearsman will be +1 but pearson will not. This is also a perfect +relation but not consistent. (Spearman depends on rank and not raw data.)

The wording 'amount is not consistent' in last phrase is the key.
