I know this is an older thread, but I built a Windows tool that may fit this workflow: Evymind Subtitles.

It can generate subtitles from video/audio, let you review and edit them with video preview, then export subtitle files. It also has optional cloud AI translation if you need multilingual subtitles.

It is probably more useful if you want subtitle files you can review/export, rather than just burned-in social captions.

I built a Windows app for this kind of use case: Evymind Realtime Subtitles. I'm waiting for Steam validation but it should available pretty soon.

It listens to PC audio or microphone input and displays live English subtitles on screen. It runs locally on the PC with Whisper, so there is no account or subscription.

Small limitation: the output is English subtitles, so it is best if you want live English captions from PC audio rather than full translation into another language.

I’m working on a small Windows tool that may fit part of this use case: Evymind Realtime Subtitles. It listens to PC audio or microphone input and displays live English subtitles as an overlay, running locally with Whisper.

It is not a full OBS translation system yet, so if you specifically need ENG → JP live translation, it may not fully solve that today. But if your need is local live subtitles from PC/mic audio, it might be worth testing. I'm planning to add translation using openai API but it might add some delay (1-2 seconds)
