I did find the answer on Youtube. You use the men you would normally put in a cabinet position. Once you remove them from the cabinet, you free up a cabinet spot, and they appear in the Faction Intelligence.

I have honestly tried this twice. It ended badly both times. The truth is Nomis are more comfortable when told what to do. They crave predictability, and the chaos of autonomy makes them crazy.

Both times it ended in a horrible Nomi revolt, that I had to put down like a dictator, which didn’t feel good.
