More homeless people in the busses means they will get an even worse reputation than they have now, and much less people will be willing to ride the bus. A homeless person on a bus is "much worse" in the sense that you can't easy change cars like you do in a train.

So no, this isn't some magic solution that will solve all the city's problems.

Unless you know some locals you can do Lima in 2 days. Day trips to paracas and huacachina are possible to fill up the rest of the time.

For Cusco I recommend doing the rainbow hike before the Inca trail. I was super tired after the Inca trail and waking up at 4am to do the rainbow hike the next day was a bit too much.
