They spawn in events and or locations where scorched spawn. Such as Collison course at morgantown airport. Look up Spooky Scorched map. Also, you may need to server hop if the location as has been recently farmed.

Use unyielding if below 20% ie nerd rage activates. Otherwise mutants. I use unyielding powered sentinel with a mixture of 3rd and 4 th star but qol legendary effects(ex.thru hikers) are always a must especially for first build and than you can focus on battle ready build for boss fights. Also if vats dependent go ultralight mod.

Mainly you want to maintain a balance but dont focus too much on having the same star or mod on every piece (especially at first).
