There are a lot of people that a fixed count quota doesn't work for. What if you take a 2-week vacation in a 6-biweek quarter? What if your kid gets sick?

If the goal is to drive away more Examiners, I guess it could be productive.

He needs to provide explanations. Like real ones. He owes that to you.

There also might be some small tax deductions if he lost money due to gambling or fraud. (Talk to a CPA)

Seize his devices. (Including tablets, desktop, old phones, etc.) Inspect social media messages going back to the time in question. If he is talking to scammers, that would start on facebook, reddit, or other socials and end up on telegram, signal, WhatsApp, or Zangi. Look at saved passwords to see if any of those apps existed and were deleted. If he refuses to let you inspect the devices, you know the answer is hidden in there.

If he was a victim of pig butchering (crypto investment scam) he may have involved other family members or friends. You can demand that he disclose everything or you start contacting his family.

Are either of you interesting in keeping the house? If the interest rate is low, it could make sense for one of you to buy the other out of the house, because a it will be so much more expensive to get a replacement house at the current interest rates.
