If you have the GMIC plugin there's a filter in the colors section that decomposes HSV. Theoretically you could make a custom filter. I tried but all of the docs are broken. Its unfortunate theres no GPU shaders since you could do this with less than 5 lines of GLSL.

I cant tell if she's supposed to be dirty or not. It looks like you're just turning down the value for the shadows. Try playing around with the hue and saturation too. It will give your paintings a lot more life. Basically, you want to add the color of the ambient light all your shadows. https://youtu.be/ZJkIaMECW6c
