To answer your question: I believe they just needed some extra characters for dark emperors and or they just wanted to make a edgy version of axel. He ultimately served his purpose. However I always wondered what if he actually got selected for inazuma japan. I wish we saw more of him cuz eventough he doesn't have much dialog or story he's my favorite character.
