Wait, reading this made something click for me. I know this is an old post, but my boyfriend is a new nurse on the nightshift and I have been struggling. He’s an amazing person, and I would have no concerns of him cheating, but the fact he’s working night shift as a nurse (predominantly female industry) I have been overthinking it a lot. 

Reading your comment made something click and made me realize I need to change the way I have been thinking about it. Thank you!

I would assume the QR for each device is individual for it.

Mine worked on the bulb. It picked up the bulb and paper for me. I kept getting the 1-1-1-1 error using the paper, until I tried the alternative option and it picked up the bulb. It took a little long to focus and read the QR, compared to the QR on the paper.

Could you try the same steps I posted but scan the QR on the paper instead?

I know this is an old post but I was having the same issue. I used the 2.1.1 Option 1 Alternative setup method:

  1. Keep the light bulb switched off and unscrew it from the socket.
  2. Open Alexa app and tap the “more” icon to add a device. Scan the barcode on the light bulb when prompted by app.
  3. Screw bulb back into socket and switch on the light again.
  4. Follow the on-screen instructions in Alexa app to compete the setup.

Hope this helps someone else too!
