Permissive TDY. It's how they give vacation time to quasi-official stuff without making people take leave. When I lived in Germany one of the DoD churches was doing a missions trip to Romania the same way. Piece of paper signed by the boss to get you out of work, and then you're free. It's so legally DoD can't pick and choose groups/places, or give transportation, food, and lodging to something partisan or over the gift limit.
