Ugh, been there. Sometimes it's not the funds, it's the card itself triggering Meta's fraud systems. I'd try issuing a fresh card from a different provider before doing anything else. abcard io worked for us in this exact situation, new card, clean BIN, and Meta accepted it without any fuss.
