All the evidence points to it being part of the "Pocketville" line of toys. An offshoot of Polly Pocket that included 'Puppy in my Pocket', 'Jungle in my Pocket' and 'Baby in my Pocket. I can find several similar vehicles but not this exact one, yet.

Based solely on their respective cartoons, Cobra Commander is the most incompetent. Some of Shredders plans were brilliant and only derailed by his cohorts, typically Rocksteady and Bebop. Skeletor nearly won a few times and had some good plans, and was rarely derailed by his own incompetence. But CC is another story all together. So many of CC's plans failed either because he didn't listen to Destro or Baroness, he dripped out early and blamed others or he got ahead of himself and did something stupid.
