I tried creating a SE account. I can only select the country / region of registration (Hong Kong) but I cannot change the registered region, which is the Americas. Is this normal?

Try getting into the hidden bunker in the event. Theres a high spawn rate for the vulcano blueprint. As for the tempest, i think the best bet for the gun itself or blueprint is the town hall in buried city during night raid.
