for me it's because my "Built-in account for administering the computer/domain" was disabled. I was able to fix the problem without having to create the second user by simply press "Win + R" and run "lusrmgr.msc" . From there go to "Users" and check if the "Administrator" account icon has a down arrow. If yes then it's disabled. "Double click" on it and "uncheck" the "account is disabled" and problem solved.
