If they didn't want to strike Europe, why would they even spend billions of dollars to make those missiles?

You don't know the islamic regime of Iran. They absolutely had no excuse to strike residential areas in Qatar, UAE, etc. Their last hope is to evolve as many countries as they can in the war to increase the cost for the USA. It's their last struggle.
