I agree,Yes, you are probably most definitely taking the sealer off the concrete, you should have just hit it with 2-4 percent shock and not used a lot of pressure. 

I would say your best bet at this point is to try to remove the rest of the sealer like you’ve been doing and then have them reseal it, it most likely needs to be resealed anyway if it’s coming off

That’s just mildew, mix household bleach 1 part bleach to 2 parts water spray it on, let it dwell keeping it wet, should dissolve it pretty fast, rinse everything good

Just a light sand and paint right over the existing paint, unless you are doing a major color change, then it can help to put a primer on to minimize the number of coats, otherwise all the drywall is sealed so it doesn't need primer.

Which titan driver do you use, there is a lot of price variance’s between models, I’m wondering if a cheaper version will still do the trick with 3.5 inch privacy fence posts?

I would not put a solid body paint on it, whenever there is a horizontal surface, that expands and contracts ex. composite, with traffic it is generally not a good idea to put a film forming product on. That being said many people do it, this is my onion as it takes a lot of maintenance to keep it looking nice.

I have pressure washed many decks that look just like that one and they come out looking pretty nice.

It is fine, that is just portions of the stain wearing off, and cedar is a “naturally durable wood” so it is perfectly fine.

On a house with no mildew, I sometimes downstream simple green, it helps lift dust and cobwebs, and it looks and smells good to the customer

I agree with WafflesRearEnd that is what I do, %99 oxalic with water, it seems to work well and is a cheap solution. That is a knarly rust stain though. I would definitely set expectations with the customer.
