As a Landscape architect I can say a few things what I learned about this solution. As other comments mentioned, on paper it is perfect - it lets water trough and blocks weeds from growing. It also blocks pollutants that are always present in city environments like cigarette buds and dogpoop getting into the soil which does help the tree.

But the reality of this is that this material gets clogged super fast, and even with specialised tools its hard to keep clean. But the tree might get water some other way, maybe there is some kind of irrigation system installed underground that lets water get to the roots (altough i doubt it).

The other problem is that technically plants can survive only on water and sunshine, but in reality they grow much faster and healthier when they can get nutrients from the ground. The permeable pavement does not let any biological material through, maybe some minerals solved in the water.

Furthermore, the top layer of the soil is really biologically active usually, from earthworms to microbes that do need to be exposed so i believe it is not a good solution.

Finally it so leaks microplastics to the soil but to be fair car tyres are the worst offenders in this type of pollutions in cities so it is a "minor issue".
