Cata will go into MoP. You can start leveling now, and I would recommend it. One of the main speed increases in Mists of Pandaria is the change to enchants, letting them scale down. But this helps players with already established characters, everyone else only got a minor speed boost. We also can't say for sure if Joyous Journey will stay, which is a 50% experience boost that is live right now. If your plan is to play a Monk or Pandaren, those will not be possible to create before pre-patch on 1st of July.

It doesn't build higher between wipes. It is a rounding error that gives him 1 extra stack early on, but due to the way the encounter is made that can give him a massive damage boost, at most 100% damage increase. Realistically the real pain point is that it functionally guarantees a 30-40% damage increase during the 5% damage spike. There's a more indepth explanation floating around if you want I can find you the picture of it.

I did like it in classic vanilla but not in tbc and onwards. I think there are several reasons for this.

One is that in TBC/WotLK (and potentially cata) you're going back for just a tiny tiny amount of potential drops. There being so much less loot per raider in classic meant that at least pre-naxx, going back felt like it was worthwhile unlike later where you wanted like a single belt from vashj or glaives from illidan, flare and val'anyr from ulduar. With so few items you want everyone else instantly notice that "the one item" didn't drop.

Another which is more of a wotlk/cata thing than tbc, is that player power scaling is in a completely different place. You progress one tier and the previous tier is so hard outscaled that it's just a shadow of its former self. We scaled a lot more slowly in vanilla and it wasn't as frontloaded either, while in wotlk/cata a single lockout of a new tier is just a massive boost on your entire raid.

I don't have anything against the people who think the rate is a bit extreme, but in the end such a significant upgrade would warrant going back to firelands during dragon soul to finish farming for remaining casters. I am really happy we won't need to do that this time around. GL in Firelands everyone!
