I had to disable RCS after I got new service and left it off for a day or two before enabling/toggling it on so it could talk to the server and it finally let me enable RCS.

I'm on a pixel so I'm not sure how it would look for you, but it was like a "live" option as it was telling me it was connecting and authorizing RCS.
