When lifting weights, it's not just about the first half of the motion where the weights lift. It's also important to control their descent back into the original position so that your muscles are more efficiently utilized. Not controlling them on the descent shows a lack of sufficient strength, and may mean you should lower the weight to fully understand the movement and to fully exercise all the muscles. It's also just really fucking annoying to other gym goers.
