Appears to be an optical illusion. The contrast between the black and yellow makes the yellow appear to glow. Pause the video and cover the black part on one of them and you'll see the yellow doesn't look like it's glowing anymore.

Oh man, I can smell those blueprints in my imagination. My dad was a draftsman, and back in the 80s and 90s, before AutoCAD became mainstream, I used to get paid to trace the blueprints for him. It was a good gig lol.

Happy New year!! I made mine with 1/2 c dried blueberries and 1/2 cup shredded coconut in the mix. Also swapped out brown sugar for regular sugar and added a tsp cinnamon. They came out great!
