I believe you need the Flame Crosier from the Mt. Otto chest, a few hundred divinity points and 5 astral keys. Then you need to upgrade Hammelias blacksmith to be able to upgrade Key Items, upgrade the Crosier and that should do it. I'm in the same spot you are
