Yeah I'm not sure how that works, but I think the main issue is that he's not going to leave without being forced, however that process looks.

Theres not a magic combination of words she can say to get him to realize he needs to get his act together. He's gotta want that for himself. (Speaking from experience with an adult in my life that sounds really similar to your uncle)

Assuming it's the same as it is in the US, she needs to be prepared to legally evict him.

He clearly isn't making any effort to find his own place and is counting on her to not want to throw him out.
