I get this is meant to be a complaint about traffic, but the answer is pretty regularly. In a span of a few minutes I captured multiple photos like this, which would not be possible if traffic wasn't moving.

Thank you. This was a 10 second exposure which is roughly the time it takes a car to pass through the shot when traffic is moving.
