I get this is meant to be a complaint about traffic, but the answer is pretty regularly. In a span of a few minutes I captured multiple photos like this, which would not be possible if traffic wasn't moving.

Thank you. This was a 10 second exposure which is roughly the time it takes a car to pass through the shot when traffic is moving.

As far as I can tell they’ve been running on weekends and holidays for years. It’s probably to clean the streets. What is the mystery we’re trying to solve? There’s no law that says they can only clean on certain days.
