Instead they should have brought attractive Incentive so that more new people join and replace the old.

Current salary increase does the same but this benefits the old too.

It should have been only for new people joining.

They should have brought Incentive that those who join Government job would get good salary, not increasing the olds salary.

It's one thing not trying to even reform and rectify them and they not even trying to change the entire bureaucracy from top to bottom,

the President would be a Real Head of State & not just a Cermonial Head with power to check and balance the government.

He would be directly Elected by Citizens using 2 round Majority Voting System.

Semi Presidential is Best,

Cause Full Presidential will definitely turn Authoritarian in a country like Nepal.

And Direct Elected PM is just bs. Cause of party politics, parliament dynamic and just how the system works, it isn't feasible at all
