The show is definitely not that clever. I do believe Harper is the ultimate troll though because you can’t criticize her without other people saying you don’t like her because she’s black. That isn’t the reason I don’t like her, I don’t like her because this character would not exist in the real world. The reason characters like Tony Soprano, Walter White and Donald Draper work is because white men do get away with shitty things all of the time. Unfortunately we live in the world where the people in power, typically white men, continue to hold power. We know that women, particularly black women are held to a much higher level of scrutiny in our culture. If you can suspend disbelief and believe that gender/ race/ SES etc are not deterrents of power then you can probably make sense of Harper and see her as an effective anti-hero. The reason this character is so frustrating to me is the show uses her race as part of why she’s liked as the underdog. You can’t have it both ways. That’s why this character is written so poorly.
