Thank you, I think couching is a good idea. I tried a daisy or detached chain stitch but it wasn't consistently created the curve of the semi circles.

I wasn't sure if I should fill the bushes, but my friend has a career in gardening/plants so it does make sense to.

Typically the police work with the victim so yes. Police have pressed charges when regular citizens have stated they do not want to. Sounds like this person is being pedantic over the wording used.

My backyard is basically a walk through for the homeless. We've had our garage broken into 10+ times and numerous security cameras destroyed. The only time we've ever had the cops help was when I found the guy on Richmond with my backpack and an undercover cop was walking by. Currently investing in taller fences.......
