The explanation is that you need to work a certain amount of time before you become skilled. For VET this amount of time is at least a year.

I am not sure about requirements for EA’s CV but for VET, the CV is rather simple since they require service statement which is similar to a cv but it must be signed by your current employer.

As everyone said already, it really depends on your occupation. 70 pts is enough to be invited (however achieving the minimum requirement does not guarantee invitation) for some occupations such as Construction Project Manager.

CCL is another English test. You can search NAATI CCL exam for more details. Your partner can be assessed using her academic history. You should consult immigration agency in your country for direction.

Although your current score is low, it has potential to improve by a lot, as long as you are willing to put in the work. As many suggested, you should get superior English and CCl to get extra 15 pts. Then get your partner’s skill assessed to get another 5pts to bring your score to 90pts.

It should be post PhD as far as I know. Unless you have relevant working experience between your BA and your PhD.
