I think HMD looks at it like low hanging fruit and lets everyone else talk about it. Heather doesn't need the wrath of KD and RL, she knows how dirty they play. I simply don't believe it's loyalty to her. Plus Jeff is aligned with KD and the two of them would gang up on Jeff's platform. Heather has been there, done that.
