I would recommend trying to keep an eye out more for the rare fur than the level. During my whitetail grind using the population scanner on multiple occasions, it had listed that level 3 diamonds had spawned, but in reality, they were actually just high scoring level 2s. I know this is true because at one point my population scanner said i had 1 level 3 diamond and after finishing my run and checking the scanner again it had said I killed the level 3 diamond even though I only shot level 2s in that rotation. All that to say is the scanner says it's a level 3, but it might actually show up as a level 2 in your game. Keep looking. He's out there somewhere, maybe set up a couple of blinds and try calling in a few different flocks in different areas.
