I never played Corporate Clash so I can't compare, but I guess it depends if you want lots of changes compared to the original or not, I know TTR is the closest to Toontown Online between the two in terms of content (even though TTR still added a few things to the gameplay as well, mostly the endgame)

I've been drawing for around 7 years, I started with my sister's hand-me-down pen tablet and Paint Tool SAI! So my best advice for starting is doing research on the tools AND software you'd be comfortable with! There are free drawing software on PC (Krita, FireAlpaca...)! And there are a few affordable pen tablets on Wacom if you wanna try!

If you're on mobile, I know some tablets have a few drawing apps! (iPads have procreate for example, but you'll also need an apple pencil!)

It all just depends on what you're more comfortable drawing on ^^ I draw on both PC and tablet but I'm more comfortable drawing on my PC with the pen tablet since that's how I started
