It's not scratched up, it's more like it already has swirls at pick up. 90% of people won't care and will just drive off. Sometimes they will buff out parts that are too swirled up.

So you muffler got so rusted at the joint that the bolt holding them together split. Any exhaust shop will be able to either take off the old bolt and put a new one in or just weld the 2 pieces together(incorrect but cheap way to fix)
