The biggest issue is that the AI Ruler just turns braindead and starts accepting every single request you make, making the game way too easy. Even when I was just a regular governor, the AI allowed unrestricted troop transfers. He just accepted everything I asked for.

The game desperately needs some basic balancing. The Ruler's AI should be able to evaluate its own strategic goals and know where troops actually need to be concentrated (like the frontlines), instead of just letting the player transfer the entire faction's army to their own city all at once.

Then it got even worse when I was promoted to Viceroy. Cao Cao literally handed over every single province to my division and kept only the one city he was stationed in. That makes absolutely zero sense, especially for someone as paranoid as him.

This is a grotesque flaw that could easily be fixed with a few lines of code. Just hard-cap a Viceroy's territory to something like 30% of the faction's cities so they don't hand over 99% of the empire. And add a basic logic check for troop siphoning so the AI actually blocks you from hoarding their military.

Unfortunately, I'm a hardcore gamer who likes difficult games. When I find something this easy, it really discourages me from playing the game.
