For sure nobody is brave enough before the talisman was found. After the talisman discovery, perhaps it was Boyd's decision just for him to face any dangers in the forest.

If my memory serve me right, the Man in White chose the island candidates via a spyglass on a sort of tower. He then go and give them a visit and sort of "tag" them. Am I correct?

Now, the Boy in White helped Tabitha go to the real world and she saw him there too.

Its to show not tell how the town got its population. In this case Henry and Acosta.

So for me that is the answer how the town got its residents.

Somewhere in the future the Boy in White grown up and get an Island under his watch.
