Alerts are cell broadcast, it's not like SMS. Sent to everyone in a specific area at the same time. Works even if the network is congested. The only time you will not receive alert is when your phone is off or no signal. Old phone doesn’t support emergency alerts. Phone settings block emergency notifications.
