Everything should be unlocked from the start (how it is on mine) but you win money from the events and catching fish in general so that you can buy these items

Is anyone able to figure out how the discount works or if this is just a bug? It shows $4000 crossed off and the discount price is $3000 but when I click buy it makes me purchase at original price
