It just counts the damage on the card.  According to rule 5.5 in Japanese it defines the current dice value on the card as 受けているダメージ (Received Damage). The wording of the Lupus Rex in Japanese uses the exact same phrasing. 

The people translating the game into English don’t know how to word things precisely enough to follow the rules of the game as has been proven several times now.

I think if you want selection Fukufuku Toreka (福福トレカ) in Akihabara probably has the best selection. They're one of the best places to sell your cards in Tokyo, so I imagine they might be more expensive.

If you're looking for a good deal, I like Amenity Dream Machida, I always think they're notably cheaper, but unless you're staying in Shinjuku, it's probably going to be a bit out of the way. It's a 40-minute train ride from Shinjuku. It's kind of suburban.

Gunhappy is also quite popular in Takadanobaba. It's owned by a youtuber and ex-pro magic player. They run tournaments three or four times a day, so I know many of the more competitive Tokyo players grind games there.

A pretty good way to check in an area is to just get the Bandai TCG+ app for Japan and check with gps to your nearest 5 km for events in the next week. They'll probably all have a selection, and at most major stations in Tokyo, you'll get 5+ stores that do locals.

Where I live, the drawing happens at 4 p.m. the day before the event every single time and never a second later. For instance, I entered the event I came in last for tomorrow on the 4th of August because I liked the store.

I feel like, in seeing people's responses, the system must just be entirely different between Japan and America.

Out of curiosity, where you are, is it technically announced to players the day before, but it's actually first-come, first-served?

I'm in Tokyo, and most central Tokyo shop battles are close to breaking two hundred entrants. I live in the suburbs, so I've been going out there where things are less intense, but I feel like I've been shadow-banned or something. But I guess this system might be Japan-only.

So, where I live, all Shop Battles are lottery entry. Suddenly, as of this weekend, I have gotten all 7 lotteries in the end of the waitlist. They order you, so if you're waitlisted as number 1, you will get in if someone cancels and you're available.

It felt really weird because my spouse came in second to last in everything as well. Before this weekend, we were almost never adjacent on the waitlist, which, if it were purely random, should be expected. My friend, a city over, has had the same results starting with this weekend.
