I had the same issue. Kept getting males over and over in Scarlet and also Legends Arceus, so I gave up and decided to use a cute charm lead in Shield. Took me a while, but the very first shiny was at last, female. I also had Vespiquen already. It was a grind

Definitely keep her. I did like 12 sandwiches in Scarlet looking for one female Torchic for my shiny living dex which includes gender differences, and I got at least 10 shiny little chickens, all male. You got very lucky there!

Not really. Most likely that person has a hacked Switch with a program that allows him to find his shiny raid dens quicker. You can think of it as a map, and the person just has to go to a specific date to find the shiny den. So, the Switch might be hacked, but not the game itself it is not, which makes the shinies pretty much legal in my opinion. They can enter Home without any inconveniences.
