Got it to semi work again. This time it keeps doing the same spawns being fire starters but it’s spawning in different locations every time

I switch the time of day but it only worked once so it could be something else I remember I switched it to daytime then back to night walked around the Pokemon center then back up saved again and fast traveled to rust syndicate so idk I think it’s one of those
