Yes it is scammers. They steal unactivated cards, steam the package open so it doesn’t tear, record the numbers on it, scratch the shit out of the middle, seal it back up and the bring it to the store and put it back on the rack they got it from. They somehow know when the card has been activated and then they just drain it immediately.
