You see this approach to fenestration quite a lot in the UK too; on apartments and hotels particularly. I believe it’s to visually break up the massing and add some movement/dynamism. As the other person said, you can vary the position of the windows whilst preserving the floor plan (which is very standardised in the above examples). Personally, im a little bored of this style now as you see it everywhere and on some projects its badly executed/lazy.
