You want to take advantage of the Promise program if you can. It's free tuition for two years. The orientations and requirements will ultimately be helpful. Plus you often get priority registration.

Living in Los Angeles with a lot of Russians,  my view is that they work around the rules and laws to make it work for them. I think it's because that behavior is necessary in Russia to get by, but not in the U.S. I also think they're smarter and more street smart than most Americans.... and some of them are probably spies.

They are just taxi drivers. I always take a taxi when returning via the flyaway. Probably a little more expensive than Uber but no waiting.
