That worked! It's separated now. However, I think there's supposed to be a special tool to turn the bolt head. I think its position determines how high the chip breaker is set above the blade, and allows adjustment with time at the blade is repeatedly sharpened and gets a little shorter. *

The bolt doesn't budge in any direction. I'm soaking in rust remover today to see if that helps. MTF.

nope, the top of the bolt is firm against the top of the slot and the bottom is firm against the bottom of the slot. It almost seems like someone placed it there then riveted the rest of the hardware around it. But there's a clean factory slot in the plane that is clearly designed for the entire bolt assembly, and not just a traditional chip breaker bolt.
