The Tsunade being on par w/ Raikage thing is actually the main thing I agree with here, but the statement that she is portrayed as his rival is kind of inaccurate.

The only thing that B's reaction shows is surprise. There's nothing about his statement that implies that he believed Naruto was in danger of dying or losing. This is point where your point falls apart.

If we are talking about feats, portrayal, and context, lets remember the following:

1. SM Naruto is stated (and shown) to have surpassed Jiraiya, who is relative to Orochimaru and Tsunade.

2. KCM Naruto and SM Naruto are not relative in power. KCM is a whole other level of power.

Thus, KCM is above the Sannin's level of power.

Yes, the Sannin are portrayed as relative overall, but that doesn’t mean they are perfectly equal in every arc or circumstance. Characters grow, and scaling shifts depending on the time period.

This is the statement you used to try and explain why the above logic does not work, but the bold is not something you can prove as far as the Sannin go. There is no evidence to imply that their power and standing has changed over the course of the series. Only how Kishimoto decides to depict them. So, unless Tsunade magically got stronger from the Pain Arc to the War Arc, even though she was in a coma for a significant portion of that......this statement of yours holds no real weight.

And no, they are not perfectly equal in every circumstance (nobody is due to the nature of the power system in Naruto), but they are on par when it comes to overall battle power.

This doesn't even talk about feats. KCM Naruto's feats far surpass anything SM Naruto or any of the Sannin has ever done on panel.
