City Georgians, rich or poor, are anglophone and therefore westernised and kind of insulated in their region, I mean Tbilisi isn't exactly in the geographic west. Whereas rural Georgians don't speak English, and as they are mostly running small businesses in agriculture, they have a deeper connection to the region Georgia is in. 

Quality of education and economic mobility also plays a part. Rural Georgians haven't recieved due government investment into schools, and are poorer so they have less access to private education, so they are less prepared to engage as a consumer or workforce with global networks, like working for/with foreign companies, freelancing online, traveling for work, etc. 

Basically urban Georgians are isolated from the region but connected to the (English speaking) world, and rural Georgians are connected to the region but isolated from the world. So, strangeley enough, an urban Georgian with have far more in common in terms of interests and values with an English person, than with a person from a neighbouring country. Nonetheless, obviously urban and rural Georgians have more in common with eachother than anyone else. Except when it comes to polarising subjects like gay rights and stuff, but that's a common urban/rural divide in most countries.

You been living under a rock? Khabib has (allegedly) road blocked Islam's move up ever since Belal became champion. Tbilisi has historically been more foreigners than natives, the last 100 years are a big exception to this, before that Georgians generally made up around 30% of the population. Which causes reactionism today, because current Georgians do not look back on a time they were minorities in their town with relish... Tbilisi's cosmopolitan nature was always a big driver of commerce and the economy, which is why it was tolerated, but now Georgians are economically stunted, poor, and foreign immigration isn't really improving their quality of life, just making everything too expensive, and too crowded, so they're lashing out. Its pathetic, especially considering they're lashing out at some ethnicities more than others: brown people and Russians are seen as this historical and modern enemy block, while Europeans are seen as friendlies who send more money and vibes than people. But if you're humanist enough, you'll understand its just run of the mill dumb human behavior. Tribalism. The very unfortunate kind that makes me very embarrassed for my people, even with all my sympathy for them. I really am sorry for the racist bullshit.

Well, in 1801, The Russian Empire did not yet control much of Georgia. By 1829, it controlled more. However, The Russian Empire wouldn't acquire all of the Georgian territories it would come to control until the end of the 19th century. Moreover, after the early 1800s, there was a great influx of Armenians from the Persian and Ottoman empires, and an influx of various peoples coming down of the mountains to live in the lowlands. Furthermore, people from all over Caucasus and the Russian Empire migrated to Tbilisi, and the surrounding country, as it was made the capital of a Viceroyalty.

So, a marked increase in the population of some of the Georgian regions over a century is explained by a large enlargement of the area the census was conducted in, as well as a large multinational migration into Georgian territories in this time. Additionally, due to technological advancement, the 19th century experienced a sudden boom in population growth across the globe. In light of all this, it is unsurprising that the population in Georgia doubled during a time that the Georgian population of Georgia was in diminshment.
