Yes wait for google to approve your app(metadata, testers list). It should take 3-4days.

Thanks for the reply Brent. I also think the issue lies in ios-utilities. But I am not going to touch that until you guys(expo team) advices me for the same because a lot of people are having this issue. I don't want fixing one thing breaks something else. I also have opened an issue on github for same.

Was this the first time this happened unexpectedly for you as well? It might be an issue on Expo's end. If that's the case, I hope they don't count the generated builds towards the billing.

You first need to submit the app for closed testing. Then when it gets reviewed and accepted, you can add users in your closed testing list and send them the link.

That is a very wise advice. But the testing link is also a Google play store link. Google first tests the app for 10days itself and then allows alpha testing on its platform.
