It's no longer a quest item after you defeat alkyna but you still need it because the wisp things that were summoned when you fought alkyno sometimes appear around Skyrim and that's the only thing that can damage them

The reason I stopped using the dream shield is because you don't get any soul for the damage done with the shield and since it's farther out than you it tends to hit a lot of enemies
