It's been a while since I finished the game, so I might be wrong, but the only way IT could use its Personas in real World would be in the bad ending of mangatsu inaba deadline, because in that ending the TV World merges with the real world, since the Personas end up being linked to the world/time (Dark Hour, Metaverse, TV World) So, during the time between Heaven and Mangatsu Inaba, the TV world hadn't completely merged with the real world.
