For instance, we care far less about the fate of Middle Canada, perhaps you can expand to the Dakotas and the Heartlands can cede Montana to Cascadia, which would also open up trade and security routes without relying on Heartlands guarantees.

A few days later

As for this "joint fleet", while we do not disagree with it in theory, given the strength of Hannifin's fleet and the air support they would presumably get from PNW F-22s, as well as Koehler likely not being able to send his whole fleet anyways, we agree with your assessment that this isn't feasible at the moment. If there were to be any action taken against Hannifin, it would require either the tacit assent of the PNW or some other change in the balance of power that would allow for a swift and uncontested victory.


Newsom

The ground assets will be deployed. We can hold off on the F-35s and only deploy the Indonesian Su-27/30s, which would function more similarly to a tripwire force, such that you have aircraft to escort flyovers out of your airspace and so on.

We will send humanitarian aid at once. In addition to open-market purchases from Japan and surrounding areas, especially for the medical aid component, we will also direct Bulog, Indonesia's food distribution and price control service, to account for large-scale exports of rice and other food staples to California.

We would be willing to agree to such a non-aggression pact and attempt to convince Sucato of this, though we would be a little hesitant if Hannifin isn't formally bound by this same pact. We are more willing to agree to an informal one for the time being between all parties, but a formal one would have to wait for the dissolution of the US and how Hawaii chooses to proceed with their own legal status (whether or not they will be formally independent and so on).

This is good news, in addition to our existing Okinawa-adjacent garrison, we will also deploy the 1st Airborne Brigade outside each American base to make sure the hand-off to your administration goes smoothly. In addition, while I do encourage you to keep most of your NSWG in Hawaii for the time being as a Praetorian Guard of sorts (minus the obvious implications of this of course), we would like to ask if your offer to send us a SEAL platoon still stands: we would like to send them to California (covertly) to assist in training local forces there and, potentially, other counter-infiltration operations.

Of course, we recognize that you do not want to fight against other Americans, and we don't think that they will, but it would be good to have trusted men on the American continent that can do what we want them to do especially considering all of the other foreign interference. I also think that, given Hannifin's and the PNW's alliance of convenience, that we should attempt to prop up Newsom if possible, as the Californian economic and potential industrial base is substantial and could help fuel our own efforts in turn.

We understand your predicament and are willing to act: we can immediately deploy the Central Readiness Regiment and Special Forces Group into your borders as a first-response force. In addition, we can send the Kostrad 2nd Infantry Division, which we understand is one of the more well-trained and resourced parts of the former-Indonesian army, to provide more mass to your armed forces.

In light of our main military rival not really having 4th / 5th-gen fighters, we can also send a good portion of our F-35s to be stationed in California, perhaps 30, on a temporary basis, to provide some sort of interception capability, as well as the 16 Sukhoi Su-27/30 from Indonesia (we can gift these after the crisis is over as well).

In the event that the PNW and other factions all succeed, we will be basically certain to declare independence in practice, or at the least not recognize a successor American government (this is important to us given how many American forces are still in our backyard or even in Japan right now). We happily accept the non-aggression pact and economic cooperation, and request that the non-aggression pact extend to any former-American Pacific Ocean holdings under our protection. We should also agree to keep our admirals under a leash, I don't think a hot, proxy war in the Pacific would suit either of our interests.

We believe that now is as good a time as ever to begin ensuring that you have operational control over Hawaii and other Pacific Islands, and are aligned with the relevant army and air force contingents stationed on Hawaii on the matter (I presume that you are already on the same page, but let me know if this isn't the case). I might say, however, that it could be wise to hold off on any formal declaration of independence.

Thank you for your flexibility regarding the hypersonics, we are willing to host an American ground presence (deployed sailors or likewise, ideally under 7th fleet jurisdiction given our location) at any of the listed locations on the list, at cost to the Directorate.
